Oct 6th 1863 I certify an honor that the ten canteens Droped and the Sept returns wer worn out in the service and droped as the Regt was on the march and they could not be carried by me untill I could have had them condemned by an Inspector on account of limited transportation and that I could not at the time procure the services of an Inspector to condemn them.
